I am voting for Melbourne - only because it is a new rink (has it even opened yet?) and therefore a good chance to piggy-back on promotion of a new rink and  promote figure skating to a wider audience.

I should say that I am in Hobart and really haven't skated at any interstate rink since the late 80's, so can't comment on any rink.
